Current Developments in Colorado Liquor Laws

Liquor Law
The alcohol beverage industry in Colorado is divided into three levels or
“tiers.” The first tier consists of manufacturers and importers who make beer,
wine, and spirits and/or import them into Colorado. The second tier consists of
wholesalers, companies which receive alcohol beverages from manufacturers and
importers and in turn re-sell these beverages to retailers. The third tier
consists of retailers; retailers sell to the public. The Colorado statutes that
govern the manufacture, distribution, and sale of alcohol beverages are known
collectively as the Colorado Liquor Code. For retailers, the Liquor Code
provides for a dual system of regulation by the government. This means that
licensees must be issued both a state liquor license and a local liquor license,
and such licensees are subject to the requirements of both the state and local
licensing authorities.
Mr. Morris’s more than 20 years of experience serving members of all three tiers
of the liquor industry provides the foundation for our professional, efficient,
and dedicated representation of our clients. Our firm counsels clients on
matters such as new licenses, transfers of ownership, Liquor Code violations,
license renewals, and other areas relating to the general operation of
liquor-licensed businesses.

throughout the application process, which begins with the preparation and filing
of an application and ends with a hearing before a local licensing authority.
Moreover, we assist clients with related matters such as leasing, financing,
entity formation, and trademark applications. In addition, we have represented
clients at the appellate level in connection with judicial review of decisions
by administrative agencies.

breweries, wineries, wholesalers and other types of organizations in Colorado
and other states.
