Biography

Roger MorrisRoger M. Morris, Esq. is a licensed attorney in Denver, Colorado. His practice is concentrated in the areas of gaming law and alcohol beverage law. Mr. Morris received his Bachelor of Arts Degree from Yale University in 1972. He received his Juris Doctor Degree from the University of Colorado School of Law in 1977, where he was elected to the Order of the Coif.

Among his career experiences, Mr. Morris served as the first Director of the Colorado Division of Gaming, the agency which oversees and regulates casino gambling activities and licensing in Colorado. Mr. Morris left the Division of Gaming in 1993 to work in private practice with the law firm of Baker & Hostetler, until founding his own law firm, Roger M. Morris, LLC, in 1997. Mr. Morris' gaming clients include casinos, slot manufacturers, operators, and key individuals in jurisdictions throughout the world.

Prior to serving as Gaming Director, Mr. Morris represented the Colorado Liquor Enforcement Division (“LED”) as an assistant attorney general in the Colorado Attorney General’s Office. He later became Director of the LED, serving in that capacity for seven years. During his tenure, Mr. Morris was elected president of the National Conference of State Liquor administrators (NCSLA) and was recognized with the Director's Award from the Bureau of Alcohol, Tobacco and Firearms.

During his career, Mr. Morris has been a speaker and panelist at national and international gaming and alcohol beverage seminars and conferences. He has also authored the Morris Plain English Guide to the Colorado Liquor Code ("MPEG") for retail licensees. The MPEG can be ordered through this website.
